The districts Act 170 of 2026 groups together, run individually and combined. A grouping is a what-if the Legislature already named — this page runs it.

This group has changed since the law passed

On September 18, 2026 the Vermont Learning Collaborative, which runs the merger talks for the state, put Vermont's districts into 18 groups instead of the law's 20. 13 districts had asked to move. The guides moved some others too, to keep groups near 2,000 students. The law lets them do this. They have not published the new lists.

Windham School District has left this group. It asked to go in with the group that includes Londonderry — by our reading, group 3. It is still counted in the tables below, because those tables are the law's text.

That may not be the only change. At least 11 other moves have not been made public, and some of them could be here too.

The new groups were a starting point, not a decision: comments were open until September 23, 2026 and the guides aimed to settle them on September 25, 2026. We have not seen a report that they did.
